Public procurement systems in emerging economies often face challenges such as inefficiencies, lack of transparency, and susceptibility to fraud, undermining fiscal discipline and public trust. This study proposes a blockchain-based framework as a service-as-a-software connector to enhance transparency, efficiency, and accountability in public procurement processes. Leveraging a hybrid consortium blockchain, the framework integrates seamlessly with Financial Management Information Systems (FMIS), ensuring interoperability across public services. Smart contracts automate critical processes, including budget commitment verification and bid validation, minimizing manual errors, unauthorized contracts, and delays. A case study of Kosova's Financial Management Information System (KFMIS) and eProcurement platform demonstrates the framework's ability to address prevalent issues like fraud and verification delays. By combining public and private ledgers, the framework balances transparency with data privacy, enabling real-time auditing and permissioned access to sensitive information. Key benefits include real-time auditing, reduced corruption risks, enhanced stakeholder trust, and streamlined procurement workflows. The study contributes practical and theoretical insights to blockchain-enabled public sector reform, offering a scalable model for interoperable procurement systems. (2025-01-01)
